Expected salary development for state employees

This year’s salary statistics show an average pay increase of 2.7% for members employed by the state, universities, and other public-sector workplaces. The increase is lower than in 2024 – but it should be seen in the context of both the economic situation and the agreements that regulate pay in this sector.

Pharmadanmark’s new salary statistics confirm the trend: members in government agencies, universities, and similar institutions have received an average pay increase of 2.7 % over the past year. At first glance, this may seem modest, especially compared to the unusually large increases in 2024. But the figures make the most sense when viewed together with the economic trends and the structure of the collective agreements that determine salaries in the public sector.

2024 raised the bar – and it shows in this year’s figures

Salary increases in 2024 were significantly higher than usual for state employees. The main reason was the need to correct for a period of high inflation, during which net wages were under pressure. As a result, a large part of the collective agreement’s financial frame was implemented early in the period, particularly in spring 2024.

Because much of the increase was paid out early, this year’s development is naturally more moderate. The overall trend is still upward – but the fluctuations are smaller than in a year shaped by exceptional circumstances.

Supplements still play a key role

Academics in the state are covered by collective agreements, which ensure clear and consistent rules on pay and employment terms. This year’s salary development reflects the mechanisms built into the agreement system, and the statistics show that the model continues to offer a stable and predictable framework for our member groups. At the same time, individual supplements remain a significant part of total pay. It is therefore still important that you actively work to obtain them.

Individual supplements remain a challenge

Although the statistics show that individual pay increases beyond the collective agreement are being granted, many members still find salary negotiations in the public sector challenging. The reason often given is that there are very limited funds available. Even so, the statistics indicate that state organizations do in fact have resources for individual supplements.

Involve your union representative

At many public-sector workplaces, union representatives work hard to secure the best possible conditions for our members.
