COLLECTIVE AGREEMENT IN THE STATE SECTOR

New collective agreement for state employees

More flexibility, better rights, and an increased focus on a sustainable working life are at the key themes in the new collective agreement in the state sector. “This is exactly the right direction,” says the Chairman of Pharmadanmark.

Stine Hasling Mogensen

On Wednesday, the negotiations for the state sector collective agreement concluded. This means we now know the framework for the new agreement covering our members employed in state agencies and at universities.

As always, pay has been a central theme in the negotiations. At the same time, flexibility and sustainability in working life have been high on the agenda.

“A sustainable working life is the foundation of a good and secure life. I am pleased that our members in the state sector will gain greater flexibility in their everyday working lives. There is no doubt that this is the right path as we shape the future labour market,” says Stine Hasling Mogensen, Chairman of Pharmadanmark.

"I am pleased that our members in the state sector will gain greater flexibility in their everyday working lives."

Specifically, the agreement provides state employees with improved rights in several areas. These include:

  • Introduction of a ‘fritvalgskonto’ (flexible benefits account – an account where employees can choose between payment, increased pension contributions, or additional leave)

  • A family package, including the right to a child’s third sick day and improved parental and family leave conditions

  • An increase in the pharmacist allowance

  • One annual ‘fritvalgsdag’ (flexible leave day) for employees aged 41 to 61

  • Extended leave rights for senior employees

  • Changes to local pay negotiations, creating a stronger basis for local salary negotiations

Greater flexibility for the individual

The flexible benefits account is a significant step forward. Known from the private sector, the scheme reflects the reality that needs change throughout different life stages.

Employees can use the funds to finance additional leave, such as the new flexible leave day or extended senior leave. Alternatively, they may choose to receive the amount as payment if financial priorities take precedence. The choice rests with the individual.

The collective agreement has been renewed for three years with an overall financial framework of 8.7%. It will run until spring 2029, when negotiations will take place again.

We look forward to presenting the full agreement to all members in the state sector, who will then vote on the agreement.

Negotiations continue in the regional and municipal sectors, where new collective agreements are also on the way.
